Rental Qualifications and Requirements

Airport Concession Fee Recovery (ACFR) - This fee is to reimburse Hertz for concession fees paid to the airport (or train station) for each rental.

Premium Location Charge (PLC) - This fee is to reimburse Hertz for amounts paid in connection with its operation at the facility.

Concession Recovery Fee (CFR) - This fee is to reimburse Hertz for concession fees paid for each rental at this location.

Customer Facility Charge - The Airport requires that all car rental companies collect this fee. The money collected is used to pay for new car rental facilities.

Customer Transaction Charge - This charge is collected and transmitted to the appropriate authorities by all on-airport rental car companies.

Energy Surcharge - Separate and apart from the costs of fueling rental vehicles, energy costs represent a substantial portion of Hertz’s operating expenses. To offset the significant costs of utility charges, bus fuel, oil and grease, and related costs, Hertz is separately imposing an Energy Surcharge. This charge is not intended to reflect a precise measure of Hertz’s actual energy costs incurred to serve a particular customer.

Ferry Transaction Recovery Fee - This fee is to reimburse Hertz for Ferry fees paid to the City Centre Terminal Corp (Billy Bishop Airport).

Garage Recovery Fee - This fee is to reimburse Hertz for certain service facilities charges at the rental location.

Hotel Concession Fee Recovery (HCFR) - This fee is to reimburse Hertz for concession fees paid to the hotel for each rental.

Parking Charge Recovery Fee - This fee is to reimburse Hertz for the high cost of parking at this location.

Vehicle License Recovery Fee (VLF) - This fee is for Hertz' recovery of the proportionate amount of vehicle registration, licensing and related fees applicable to a rental.

AC Recovery Fee - Vehicle manufacturers pay a federal excise tax on air conditioners installed in vehicles and pass this cost on to Hertz. The Air Conditioner Surcharge is Hertz’s recovery of this fee.

Seasonal Tires Fee - The Government of Quebec has mandated that vehicles must have snow tires during winter driving season. To offset the cost of installation, de-installation, storage and re-installation of snow tires and regular tires, we are imposing a Seasonal Tire Recovery Fee on all rentals of vehicles registered in Quebec.
