A valid passport has to be presented at any Hertz counter.
The law in Israel states that only tourists entering Israel on a foreign passport stamped with the B-2 (Tourist), B-3 (Temporary), B-4 (Volunteer) or diplomatic entry visa are exempt from paying tax. In order to avoid paying tax you must have your passport at time of pick-up.
A gate pass slip is also required, if not presented tax will automatically be charged. The gate pass is given on entry and if lost, a new one may be obtained from the border authorities or Ministry of Interior.
