According to EU council directive 2001/15/EC, for an

electronic invoice to qualify for VAT purposes the

authenticity of the origin and the integrity of the contents

must be guaranteed. This can be achieved by means of

an advanced electronic signature (within the meaning

of Article 2(2) of Directive 1999/93/EC on electronic

signatures) which can be based on a qualified certificate

and created by a secure–signature–creation device within

the meaning of Articles 2(6) and 2(10) of the electronic

signatures directive.
